The meeting was called to order at 10:00 am by President Boudreau, and he gave his announcements, which were as follows:

  1. The Faculty & Staff Dining Room has been re-opened with Aladdin. The space is now equipped for faculty and staff meals, as well as catered events. He mentioned the ongoing negotiations with the Aladdin, the need for economic viability, and the plan to subsidize the dining room.

  2. There is an MOU signing and check presentation event on February 27, where Governor Hochul, Congressmembers Espaillat and Rangel, and lower-level elected officials will be on campus in collaboration with the Rangel Infrastructure and Workforce Institute. He encouraged Cabinet members to attend the event.

  3. President Boudreau gave an update on the university's budget, highlighting a 96 million dollar gap that needs to be closed. The President also mentioned a 60 million dollar shortfall university-wide. He expressed optimism about the potential for increased funding from the city, but noted that the budget for the current year is flat. He mentioned the webinar for combined CUNY alumni associations where he, Presidents Mason and Mangino encouraged everyone to advocate for CUNY with policy makers.

President Boudreau shared a presentation on the new Appendix E Pilot program implementation guidance, regarding multi-year appointments for teaching adjuncts. He explained that the new contract allows for more discretionary power for departments, giving them the responsibility of selecting adjuncts. Faculty and chairs will need to prepare the eligibility requirements for the adjunct contract. COO Gurba will address the question regarding HR generating the list of eligible adjuncts upon his return from leave.

 

President Boudreau updated Cabinet members on the policy liaison meeting, including the distribution of red immigration cards stating students rights. Communication with the liaisons will remain ongoing through this period. He also mentioned the appointment of Angelo Cabrera to the Office of Immigrant Student Success.

 

The President addressed the recent Dear Colleagues letter from the United States Department Of Education Office For Civil Rights on February 14, 2025. As he explained at the last Faculty Senate meeting, this letter is a guidance memo and does not have the force of law. CCNY, as an educational institution, should continue to follow civil rights law. CDO Konigsberg mentioned an injunction against President Trump's DEI executive orders and the importance of reaffirming the university's values in the face of potential threats.

 

President Boudreau shared another presentation regarding the implementation of an automated system for student accommodation requests and responses. The system is designed to improve responsiveness and data tracking on disability accommodations. He emphasized the need for faculty awareness and training on the new CUNY system.

 

AVP Yafar gave a detailed update on the current status of master planning for the campus after meeting with the steering committee, focusing on office space relocation and expansion, pedestrian pathways, and stormwater management. The idea of integrating the North and South campuses was discussed, focusing on program implementation and attractions to encourage student movement

between the two parts of campus. He discussed the analysis of existing space configurations in the buildings, highlighting a surplus of smaller classrooms and a deficit of larger ones. He also detailed the proposal to create hubs for different functions, such as athletics and student services, and the potential for reconfiguring spaces to improve traffic and functionality. The group discussed the need for community engagement and feedback. They explored the implications of remote work on office space design and the importance of creating flexible, collaborative spaces that enhance interaction between faculty, staff, and students. The discussion also touched on the need for policy decisions to support these architectural changes, such as office use policies and space allocation based on productivity.

 

SVP Mozeleski discussed upcoming commencement events, which will now include a Masters Ceremony on May 28th in addition to the main commencement on May 29th. She emphasized the need to consider security and public safety constraints, especially given the potential for disruptions. Regarding divisional ceremonies, she advised each division to focus on what can be done within available spaces and resources.
