Dissolution of the CCNYRF 鈥 In 1972, T九色视频 established The City College Research Foundation as a holding place for certain types of grants before RFCCNY鈥檚 establishment. The CCNYRF needs to be dissolved as the College incurs tax liabilities for maintaining its outdated 501c3 and there are no funds left in the account after being dormant for more than 40 years.

The President made a motion for the dissolution of the CCNYRF and it was seconded by Tony Liss. All voted in favor. Gayle Horowitz was on zoom and also voted in favor. Motion passed. Meeting proceeded with the regular Cabinet Meeting agenda.

President鈥檚 Announcements

PMP Deep Dive schedule 鈥 a slide deck is due to CUNY on Friday, July 25, 2025, Tony, Scott, and Dee Dee are working on the slides in preparation for this meeting.

CCNY is due to present on Monday, July 28, 2025.

Operations Manual (S. Gurba)

Gurba shared a slide deck reviewing the Operations Strategy Scorecard and highlighted where they ended in FY 25 and FY 26 objectives (see attached presentations).

Questions from the Cabinet:
-
Is there any consideration of Art installations, statues, etc. around campus? For years, artwork has been stored in the library, which is not adequate. The pieces have not been reappraised for a long time, and there is no one person or area responsible for the Artwork. There is a need for a Curator in the future to manage and should be added to the budget. Other considerations:

Have a committee reinstated to review processes, get what we have out of storage and put on display, etc. Will bring back to the Cabinet for discussion at a later date.

Potential to ask a donor to pay for funding to manage the Art collection. This is typical for how other institutions manage Art within their schools. At times, money comes with the collection, although it may not be sufficient to permanently manage.

The Talent Acquisition Manager search has unfortunately failed twice. There is a new search in progress and two top candidates have been identified and will be interviewed in the coming weeks.

Update on Trades (J. Yafar)

Yafar presented a slide deck that included a CUNY Central Office Initiative highlighting shared maintenance services (see attached presentations).

The CCNY HUB Campus Coverage would include CCNY, Hunter, John Jay, Baruch, and Borough of Manhattan Community College.

Shared Skilled Trades includes: electricians, plumbers, carpenters, painters, maintenance, Laborers and much more.

The goal would be to: Increase Labor Utilization Potential Savings; Standard Facilities Maintenance; Centralize Procurement of Mandatory Contracts Potential Savings Economy of Scale; Optimizing Capital Program Requests

Reviewed Challenges and Opportunities with this new system

How will priorities get managed, response times, etc.

Having access to capital funds, larger pool of skilled trades, etc.

Unclear when the rollout will be and how an assessment will be made on what worked and where there are opportunities for improvement.

Federal Budget and risk assessment

Reviewed the latest latest budget bill

Most of the provisions won鈥檛 kick in until the next budget cycle

Pell eligibility being narrowed (must be enrolled in 15 credits) 鈥 can impact enrollment challenges, burden on the campus, nimble about how we make classes more elastic than they are now 鈥 online classes (now available to shorter certificate programs so it could be positive, but more towards community and for-profit colleges)

Work with students that want to take 15 credits

Different standard for Workforce Development Program

Effectiveness Tax 鈥 if grads don鈥檛 make more than someone with a high school diploma, you can lose eligibility of financial aid or if your graduate students make less than someone with an undergraduate can also make you lose eligibility (reporting requirement that we have to think about)

Being mindful of how cuts to Medicaid and SNAP can impact our students

Moving to an appropriation cycle, example, the TRIO program should be zero out, this would have a significant impact

Refining what we know, what we will do, and how these cuts are affecting the campus

Ismael spoke to end of year budget, spent less on OTPS, few million in the positive (fiscal constraints, collections, retention, enrollment (combination), more to come and a presentation forthcoming

Cabinet schedule and discussion going forward

No further meetings will be held in July and the early August date will be moved to later in the month. The next Cabinet meeting will take place on Monday, August 18th. The calendar invite will be updated and sent out. If anything comes up before the next meeting, be on the lookout for an email to weigh in if needed or feel free to reach out.

Note that the Fall Student Orientation is confirmed for August 19th, 20th, and 21st.

Chancellor鈥檚 Hearing - Antisemitism in Higher Education: Examining Role of Faculty, Funding and Ideology will be taking place on Wednesday, July 9th at 10:15

a.m. and it will be streamed in the President鈥檚 conference room, will keep you all informed if there are any changes.
Other/Discussion:

Approximately 700 students have been enrolled in the STEM Institute and there are another 300 students on a waiting list (space is an issue). This is a great opportunity for recruitment.
