The meeting was called to order at 10:00 am by President Boudreau. He introduced Dr. Kathlene McDonald, who gave an update on the Middle States self study process. She highlighted the submission of the college’s self-study design and the upcoming visit from the Middle States Vice President Field liaison, Dr. Khristy Bishop on April 1. All working groups have been effectively collaborating to ensure a seamless process.
President Boudreau and Executive Counsel Occhiogrosso discussed the Attorney General of New York Joint Guidance Memo which counters the February 14th OCR letter's expansive interpretation of the Supreme Court's 2023 decision on affirmative action in college admissions. Executive Counsel Occhiogrosso explained that while the memo is reassuring and aligns with the state's position, it does not restore funding or protect against financial risks. He also expressed the importance of preliminary injunctions in addressing funding issues.
The conversation moved to the upcoming Student Town Hall meeting on March 11, and the need for preparation considering recent campus activities. AVP De Los Santos expanded on the issue of regulating language in event promotions, which is run by a committee of students and staff, with final say on language and imagery used in campus promotional material. He acknowledged the need to be prepared for future cases where controversial terms are used within approved procedures. President Boudreao discussed the recent protests and arrests of students at the college following Governor Hochul’s announcement to visit City College. The President emphasized the importance of enforcing protest regulations and supporting free speech while maintaining order on campus. The President also mentioned a new event policy requiring RSVPs to identify attendees and prevent external interference in college events. The college is facing potential financial consequences from the federal government due to the protests and is preparing for potential retribution.
President Boudreau discussed the challenges of maintaining scholarship programs in the face of government restrictions. He expressed that donors will need to adapt their language to comply with new regulations and the potential financial impact on graduate students and postdocs. The President also mentioned the need to identify alternative funding sources, such as Foundation resources and Tax Levy monies, to support students. SVP Mozeleski’s office is currently working on a spreadsheet that is collecting data on potential vulnerabilities and financial fees regarding current gifts and donations to the campus. He encouraged all Cabinet members to contribute their thoughts and observations to the spreadsheet tracking these issues via email. The President also noted the potential impact on financial aid and the need for continuous assessment.
COO Gurba gave a presentation on the current Capital and in-house projects on campus. He outlined improvements in project management, including the hiring of additional construction managers and changes in how projects are packaged and presented for approval. He also mentioned a shift towards fully funding smaller projects to expedite completion and noted the challenges with larger projects over $10 million. He discussed the efforts to balance infrastructure projects with investments in common spaces and teaching and learning facilities, as well as potential plans for utilizing kitchen spaces for additional revenue streams and educational opportunities.
